Stavanger City Hall will be the city's hub, where the building's solutions are adapted to everyone's needs. The municipality has very high sustainability ambitions for the building, related to both sustainability, universal design and technical solutions.

Multiconsult, in collaboration with LINK arkitektur, won the contract for the preliminary design and detailed design for the total rehabilitation and reconstruction of Stavanger City Hall and has thus had all consulting engineering and architectural disciplines in the project. The city hall is to be a building for everyone, with a focus on universal design and the people who will use the building, as well as high ambitions for the climate and environment.
Description of the assignment
Stavanger City Hall is a listed building and a well-known and visible public functional building from the 1960s. The main structure is in cast-in-place concrete and the facade is mainly made of glass.
The building consists of 8 main floors and a technical room on the roof. A new, recessed 9th floor is planned on top of the building. Floors 1-4 are partially underground. The concrete shell structure will be reused and assessments have been made for the reuse/reuse of other building parts, and whether certain components (doors/windows/stairs) can be reused in the planned rehabilitation.
The project has high ambitions for the environment and technology. Solar cells are planned to be integrated into the facade and on the roof. The building is designed as a passive house and will be BREEAM certified at Excellent level, as well as facilitating a fossil-free construction site. In addition, Stavanger City Hall will be designed as a smart building that will contribute to lower operating costs for several years. The project places great emphasis on universal design, far beyond what is set as minimum requirements in technical regulations and guidelines. A dedicated universal design coordinator from LINK has been engaged.
